This policy brief explores options for the EU and its Member States to move forward on a just, orderly, and equitable transition away from fossil fuels following the First Intergovernmental Conference on Transitioning Away from Fossil Fuels, held in Santa Marta, Colombia, in April 2026. It identifies four areas where the EU and its Member States could make meaningful contributions: a) strengthening existing international coalitions, b) developing new international coalitions, c) advancing the transition away from fossil fuels within the UNFCCC process, and d) complementing international efforts with domestic action. The brief highlights opportunities for the EU to pursue its climate leadership aspirations while reducing its reliance on uncertain fossil fuel imports.
